multiparty democratic elections

Today the 16 September 2000 is the second anniversary of the
establishment
of the Committee Representing the People's Parliament (CRPP).
The
unavoidable reasons for its formation are:-
1.
Though the 1990 Pyithu Hluttaw Elections results were unmistakably apparent
the law requires the establishment of a Pyithu Hluttaw. But through the
duplicity of the military anashins, the laws they themselves decreed were
breached and a Pyithu Hluttaw was not convened.
2. The longing and eagerness of the masses for democracy and human rights
can be satisfied through a Pyithu Hluttaw when it is convened.
3.The only way for the fulfillment of the promises made to the people
by the candidates before the elections is by the convening of a Pyithu
Hluttaw.
4. To find solutions to the country's deteriorating political, economic,
social, education, health and other problems a Pyithu Hluttaw is absolutely
necessary.
5. Unity of all the ethnic people in the country is essential. Without
the union spirit the Union of Burma will disintegrate. This unity can
only be developed and progress when a Pyithu Hluttaw comes into existence.
6. A Pyithu Hluttaw that will maintain the country's sovereignty is needed.
Because
of the compelling need for unity in the Union of Burma which should endure
till the end of time, the CRPP was formed which included the following
ethnic political parties :--
1. Shan National League for Democracy ( which has 23 elected representatives
to parliament)
2. Arakan League for Democracy ( which has 11 elected representatives
to
parliament).
3. Mon National Democracy Front ( which has 5 elected representatives
to
parliament)
4. Zomi National Congress ( which has 2 elected representatives to
parliament).
Because
sovereign power lies with the people and because the people have
freely made their choice, the CRPP ( a committee based on the consent
of
433 elected representatives from 485 constituencies equaling over 89 %)
was
formed. This reflects the great importance and need for the formation
of a Pyithu Hluttaw in the minds of the elected representatives.
The
following Parliamentary Committees were formed to attend to the
affairs for which the Parliament is responsible until such time as Parliament
is
convened:-
1. Committee for Ethnic Nationalities Affairs.
2. Committee for Finance, Economy and Commerce.
3. Committee for Legal Affairs.
4. Committee for Education.
5. Committee for Health and Social Affairs.
6. Committee for Foreign Affairs.
7. Committee for Cultivators and Peasants Affairs.
8. Committee for Workers Affairs.
9. Committee for Parliamentary Affairs.
10. Committee for Defense.
For
the Union of Burma to exist, unity must be nurtured and developed.
Therefore U Aye Thar Aung, an ethnic peoples representative, the Secretary
of the Arakan League for Democracy and Secretary of the CRPP took responsibility
as Chairman of the Ethnic Nationalities Affairs and Daw Aung San Suu Kyi
took responsibility as Secretary.
Of
all the activities of the CRPP in the last two years the most
outstanding achievement was the trust that has been developed and progressed
between the Kachin, Kayah, Karen, Chin, Mon, Burman, Arakan and Shan.
The
military dictators are envious of this achievement and have illegally
condemned U Aye Thar Aung to 20 years imprisonment. This action of the
military dictators is unjust, impaired and without any legal justification.
It is an abuse of power. We announce that Daw Aung San Suu Kyi will take
on
his responsibilities.
The country's political, economic, social, education, health and other
conditions are deteriorating rapidly from day to day because the
people's representatives who have been elected freely and fairly cannot
meet and
discuss the issues in a Peoples Parliament.
There
is no way that these problems can be solved until a democratic
government comes into existence through the convening of a parliament
with representatives who have been elected by the free will of the people
for
the people.
Far
from being a democratic government we now are faced with a situation
where though over ten years have elapsed since the elections, not only
has a parliament not been convened , the elected representatives are suffering
such severe hardships such as
(1) illegal imprisonment for some,
(2) illegal incarceration for some,
(3) intimidation and forced resignations for some.
With
great emphasis we demand now that the military dictators immediately and
unconditionally release these respectable and honorable people's representative
including U Aye Thar Aung and all other imprisoned and incarcerated political
prisoners. Further we demand that they stop the intimidation and forced
resignations immediately.
No
matter what transpires we maintain that democracy will be achieved
because of the desire and massive support of the people of the country
and democracy loving people of the world.
We
reiterate that the Committee Representing the People's Parliament will
remain steadfast until such time as a People's Parliament comes into existence.
We
emphatically demand that the results of the 1990 Elections be honored
and
a Pyithu Hluttaw be convened immediately.
