Representatives of the People elected to the Parliament in the 1990
multiparty democratic elections
(Committee Representing People's Parliament)

Notification No 31/1999

1. The National League for Democracy is a legal political organization with full authority to operate and participate in all political activities. Together with other legally constituted political parties, it contested in the legally held multiparty general elections in 1990.

2. Dr. Thein Lwin, was the NLD candidate for Meiktila township, No (2) constituency and won an overwhelming 28913 votes at the polls (62.09%). This was acknowledged by the authorities and accordingly gazetted as the legitimate Pyithu Hluttaw representative.

3. Despite this, at the behest of the authorities and in violation of provisions of the Political Parties Registration Law, Pyithu Hluttaw Elections Law and Order 2/88, a group of persons acted wrongfully and dishonourably in declaring that they had lost confidence and support for him.

4. A shouting demonstration at Payangasu Hill, Saigone Village, Mwei Village Tract against Dr. Thein Lwin was orchestrated by Township Judge U Tin Htay, Township legal officer Daw Khin Win Phyu, Sergent Tin Aye (MI 15), U Maung Maung Thant (Special Investigation Bureau officer), Deputy Superintendent and members of the police force, and members of the township PDC.

5. This illegally orchestrated demonstration lasted six minutes only. The residents of the area were threatened, given false information and forced to attend. Because many refused to attend, children under the age of eighteen were dragged there to swell the numbers, which was less than two thousand.

6. The main stage actors in this 6 minute vociferous charade were:- Patrons - U Pya and two others. Master of Ceremonies - Daw Pyu Pyu Win and Daw Ohnmar Swe Speaker for the demonstration - U Kala (trader) Presenter of the record - U Kyaw Hlaing (cultivator) Recipient of the record - Township Judge U Tin Htay (member of the multiparty elections commission.)

7. Another 20 minute illegal charade that was orchestrated in the village of Theingone, A-le-ywa village tract was an empty show where Daw Khin Sanda Kyi and Daw Myint Myint Nwe,( teachers who reside in the town) acted as master of ceremonies in this illegal performance.

8. The illegal shouting demonstration that was held in Ye-way village lasted only11 minutes. The leading figures in this senseless performance were middle school teachers Daw Than Nwe and Daw Win Kyi.

9. At Ti-bin-kone, a similar senseless and illegal shouting function was orchestrated by school teachers Daw Khin Nwe and Daw Khin Htay Maw and lasted 15 minutes.

10. These activities destroy the notion of "rule of law". It encourages the people to loose their respect for law and order. We urge the people to act in accordance with the law.
