National League for Democracy
No 97/B, West Shwegondine Road
Bahan Township, Rangoon

21 September 2005
The 4th day of the waning moon of Tawthalin, 1367 Burmese era

Special Declaration

1.  In connection with the report by former President of the Czech Republic Václav Havel and Nobel Peace Laureate Archbishop Emeritus Desmond Tutu calling on the United Nations Security Council to take the case of Burma into consideration, the National League for Democracy adopts the following position:

2.  The main objective of establishing the National League for Democracy is to restore and develop democracy and human rights in Burma. Hence, the National League for Democracy will always warmly welcome words and deeds which support the efforts aimed at undertaking political reforms and overcoming the present difficulties for the emergence of a democratic nation.

3.  Based on this premise, the National League for Democracy wishes to express its thanks to former Czech President and the Bishop Emeritus for issuing a strongly worded comprehensive report backed by evidentiary facts and views that would enable the United Nations Security Council to take Burma's case under consideration.  The National League for Democracy also recognizes that the report prepared under the leadership of the two Personages is an act of genuine goodwill.

4.  Furthermore, since the paper presented by the two world renowned personages does not cause harm to any nation or organization, and proposes a practicable arrangement which deals only with reconciliation in Burma and the interests of the country, it must be considered as an act of genuine good will.

5.  Hence, the National League for Democracy profoundly appeals to the member nations of the UN Security Council not to voice their objections, particularly not to exercise their veto power, and to extend their help and support when the report of the two Personages is submitted to the UN Security Council.
